The 5th and final iNTeg-Risk conference was an excellent opportunity for project partners to communicate their results to the “outside world” and an opportunity for interested professionals, not participating in the iNTeg-Risk project, to learn about the project and its numerous results (http://integrisk.eu-vri.eu). This final conference was partly dedicated to one of the ways for ensuring sustainability of the project results: The European Emerging Risk Radar (E2R2) Initiative is envisaged as a platform enabling to recognize, monitor and manage emerging risks at the European level.

The SafeChina project approaches its planned end in February 2013. The project main aim has been to build a sustainable education service in China offering the engineers and relevant professions the possibility to learn about the EU safety practices and regulation, and qualify as Environmental- and Safety engineers according to EU criteria, guidelines and practice. The project has been financed by Deutsche Investitions- und Entwicklungsgesellschaft mbH (DEG - German Investment and Development Agency) and realized by Steinbeis University Berlin (SHB) represented by Steinbeis Transfer Institute Advanced Risk Technologies (R-Tech) and Beijing Municipal Institute of Labor Protection (BMILP), as the main strategic partner of Steinbeis in China.
The SafeChina project has created:
a) a curriculum of courses in Risk Engineering and Management adapted to the needs of Chinese beneficiaries,
b) a pattern for on-the-job training in EU/Germany and
c) a certifications scheme for Chinese professionals.
So far, the project has already achieved most of its goals, so far namely:
- performed a large-scale survey of Chinese needs in the area of industrial safety
- signed cooperation agreements with 17 Chinese partners
- signed cooperation agreements with INERIS, France and DEKRA, Germany
- prepared the curriculum of 12 full courses, fully translated in Chinese
- organized 14 instances of the above courses, attended by almost 500 participants
- certified over 400 professionals (passed various levels of exams)
- had already 14 short and 3 long on-the-job-trainings for Chinese professionals in Germany
- qualified 18 Chinese trainers in the framework of the train-the-trainer measures
- incorporated courses from the project in the curricula of one of the Chinese top-class universities, CUEB
- negotiates incorporation of the courses into one of the Chinese top universities, Tsinghua University
- negotiates incorporation of the courses into the professional education in Chinese companies (Sinopec, Ping An, etc.)
- prepares an independent German-Chinese joint venture ("Steinbeis Advanced Risk Technologies Beijing") which will continue project activities after the official DEG-project end, i.e. after February 2013.
The project activities performed so far have been evaluated as "excellent" or "very good" by approx. 90% of all the Chinese stakeholders/participants in the project.
The event will be the occasion to award Risk Examiner and Risk Assessor certificates to Chinese professionals, as well as to SafeChina trainers, certified in the "Train-the-Trainer" part of the SafeChina project.

About the hosting institution:
The Beijing Municipal Institute of Labor Protection was established in 1956 and is one of the first research institutes in China to carry out scientific research on security and environment. The institute has built many research institutes of professional techniques and test centers in the following three fields: urban security hygiene, work safety and labor protection and human living environment, which have laid solid foundation for a basic, applied and foresighted research. In the latest 50 years, it has achieved more than 500 scientific and technological results and won more than 200 awards for scientific and technological achievements and progress. It has stipulated more than 100 standards in labor protection and environment protection.

The 6th Working on Safety Conference will take place in Sopot (Poland), on September 11-14th, 2012.
Workingonsafety.net is an international network of decision-makers, researchers and professionals responsible for the prevention of accidents at work.
The network seeks to bring accident prevention experts together in order to facilitate the exchange of information and experience between different countries and sectors. The Working on Safety network attracts researchers, regulators, inspection bodies, safety professionals and other experts in this field of research and policy-making. It consists of an Internet platform (www.workingonsafety.net) and a biannual conference.

Cyprus Safety Platform:
One Day Workshop in Critical Infrastructures Protection
The Cyprus Safety Platform organises a One Day Workshop in Critical Infrastructures Protection on Wednesday 22nd February 2012, in the Cultural Center of European University Cyprus, in Engkomi, Nicosia, Cyprus.
Every day accidents and disasters occur on a small or large scale. These events may have short, medium and long-term impacts on individuals, groups, or the society as a whole.
A common feature of these accidents and disasters is the lack of knowledge of the conditions that may initiate them and their potential impact on life safety, property and the environment. This knowledge is essential in developing measures to minimize the probability of their initiation and also to mitigate their damages.
For this reason they propose the creation of the Safety Platform.
The safety platform during its life will serve as a "bridge" between industry, academic and research institutes and the state with the purpose of:
- Providing a forum for the industry and society to reveal and discuss their safety problems and concerns.
- Creating a research agenda that focuses on the safety problems facing industry and society
- Transferring knowledge and technology to society, industry and government, and
- Assisting government bodies to take necessary measures to implement the findings and recommendations.
Professor George Hadjisophocleous from Carleton University and Dr Frank Guldenmund from TU Delft will deliver Keynote Speeches. Participation to the Workshop is free of charge; arrangements have been made with local hotels for overseas participants. With this course we open the series of courses which all belong to joint effort of iNTeg-Risk project (represented by EU-VRi and other partners), University of Stuttgart (ZIRN) and Steinbeis University Berlin (STI Advanced Risk Technologies) to set a modern, modular and distributed model of education and certification in the area of Risk Engineering and Management with particular emphasis on the issue of emerging risks, in particular those related to new technologies (see the draft document with the report from iNTeg-Risk WP4.10).
The course is embedded into the certified and accredited system of SHB (Steinbeis University Berlin) and means that each course brings credit points for academic and/or professional education.
Short Description:
The course covers the main topics of industrial safety, starting with different aspects of risks and terminology used in the field. The main part of the course is dedicated to the related EU directives. The course outlines goals, scope and required measures / obligations considering acute (accidents) and chronic (pollution) risks. Special focus is given to major accident prevention and related process safety risk assessment methodology.
Furthermore, the course
- is illustrated by number of examples
- presents commonly used method and tools and
- provides exercises and preparation for the final exam.
As introductory, the course is dedicated to the wide range of participants, such as:
- professionals dealing with risk issues on management or operation level,
- individuals with no previous experience in the field of risk management, but willing to extend their knowledge and take up new roles in risk management in their companies,
- students of Steinbeis Master of Risk Engineering and Management program and similar programs.
At the end of the course students are expected to have basic knowledge about:
- general terms used in the area of risk, safety, hazard, risk and risk assessment...
- respective EU regulation/directives such as REACH, Seveso II, ATEX, and the obligations resulting from them
- main elements of the process safety assessment (input data, hazards identification methods and tools, scenario elaboration and assessment of related risks…), including major accidents prevention policy
- safety measures, based on regulatory requirements, as implemented in the different EU member states.
As an option, the course covers the issues of risk perception and risk communication and tackles the method of stakeholder involvement in technical risk management.
The course participants will receive the training material consisting of textbook and transparencies (download), as used by the lecturers during the course.

The IRGC 2011 Annual Event on Risk Governance will take place on 3 November 2011 at the Rolex Learning Center on the EPFL campus in Lausanne, Switzerland. For this occasion, a public conference will be held starting at 17:00 on “Learning from large-scale industrial accidents”. Following key note presentations, a panel of experts and practitioners from Japan, India, China, the United States and Europe will discuss how we have learned from and built better risk governance institutions and processes in the wake of past disasters, including the lessons that can be learned from the recent March 2011 Fukushima Dai-Ichi accident in Japan. Coordination and Brainstorming Meeting on "Future of standardization of Risk-Based Inspection and Maintenance in Europe, based on further development of CWA 15740:2008"
The meeting will take place on
jointly organized by TÜV SÜD and Steinbeis Advanced Risk Technologies (the coordinator of CWA 15740:2008).
The objective of the meeting is to define the "way forward" which has to be communicated to CEN and DIN at latest in April 2011.
The following aspects should be explored:
- Which standardization or other bodies (CEOC?) are interested in advancing the standardization aspects of the European RBI
- Which companies/persons would like to be involved into this activity
- CEN TCs possibly interested in "hosting" the topic
- Possibility of establishing "small TC" (2-3 years lifetime, just one EN)
- Define the principal directions of contents updating of CWA 15740:2008 – e.g. with respect to new US, Japanese and Korean docs, and developments in countries like China
- Define the Operating team for the new European RBI (EN based on CWA 15740:2008)
- Prepare the report for the CEOC GA in May in Warsaw (if appropriate) or at some other occasion(s)

A workshop on the Production of Biogas - Safety & Regulations is organised by INERIS and EU-VRi on November 24th, 2010 in Paris.
The overall objective of the workshop is to bring together the European experts in biogas production to define the best practices that will support the quick and safe development of this new energy.
Practically, the operational objectives that the workshop will fulfill are:
- Share information, in particular on projects, processes but also on safety and regulation in order to identify the state of the art in these fields across Europe.
- Find and understand the gaps in terms of safety and regulation.
- Propose solutions to fill those gaps and possibly prepare the base of a permanent network on safety aspects.

The FP7 project MUST is organizing the 2nd external workshop devoted to “Self-healing coatings – effectiveness and implementation” on 28 June 2010, at Hotel van Oranje in Noordwijk, the Netherlands. The workshop aims at providing an international discussion forum on the most recent advances in the topic of self-healing coatings. The attendance is free of charge. Moreover, you have the opportunity to combine it with the 6th International Conference on Coatings Science (COSI) that takes place from 28 June – 2 July, at the same Hotel, and to enjoy a fruitful week devoted to recent developments in coatings science. About the workshop
The objective of the workshop is to develop cooperation between Europe and China on emerging risks, as a follow up of the 1st China-Europe Risk Forum that took place in October 2009 in Beijing, hosted by BMILP and sponsored by SRA-Europe and EU-VRi.

The workshop will enable to review existing cooperations and initiate new ones on the following topics:
- Risks related to hazardous substances and processes in the industry: Roberto Bubbico
- Risks related to Transport Systems and Networks, including "life line" transporting utilities, products and information: Olivier Salvi
- Risk triggered by natural disasters: Bastien Affeltranger
- Methods and approaches for risk assessment and management: Aleksandar Jovanovic
- Risk Policies, Monitoring, Governance and Communication: Lars Bodsberg
In particular, in order to stimulate the cross participation in projects, prior to the workshop, the participants of the conference will be asked to fill in a form presenting project opportunities, with a specification of the profile of the partners expected.
The outcome of the workshop will be the creation of partnership to submit proposals for collaborative research or scientific activities in European or Chinese programmes.

About the workshop
FP7 project iNTeg-Risk (www.integrisk.eu-vri.eu) is dealing with early recognition, monitoring and integrated management of emerging, new technology related risks. Over 60 organisations and more than 350 persons have committed themselves to develop a harmonised EU-answer to these emerging risks, which are considered as one of the major problems for the competitiveness of the EU innovation industry. One of the important pillars in the interdisciplinary approach of iNTeg-Risk project is the involvement of social aspects and corporate responsibility throughout the whole life cycle of new technologies covered by the project.
In this workshop, we would like to bridge the gap between different CSR-relevant groups, who might already work according to CSR-related concepts, but are not in-line with other units; like differences in comprehension and application of CSR-concepts among engineers and businessmen.
As the target group for this workshop is, apart from invited externals, the project consortium itself with persons mostly having technical background, this event (and the iNTeg-Risk project itself) is a one of the kind opportunity to address an interested and dedicated group of persons (engineers), whose work within the project can be considered as a test bed for CSR concepts and approaches, which will find their application within the project and its results. Main expected benefits for the participants are:
- Learning from application of sustainability concepts in other sectors (engineering vs. business/financial).
- Get in touch with experienced global players in sustainability reporting in order to elaborate appropriate concepts for New Technologies and its related emerging risks.
Foreseen participants for this workshop are project members and CSR/Sustainability responsible persons of companies and public authorities.

About the workshop
The workshop will address the issue of Key Performance Indicators (KPIs) as used, or planned to be used in iNTeg-Risk Project (www.integrisk.eu-vri.eu). In the project KPIs are one of the four main cornerstones of the methodology for assessing and managing emerging risks linked to New Technologies (the other three being the IRGC Framework, UML and Basel-II-like procedure for assessing the risks). In particular, the application of KPIs for the 17 ERRAs of iNTeg-Risk (ERRAs – Emerging Risks Representative Applications) is supposed to be looked at in more detail. This should be the case both for the ERRA-specific KPIs and for the KPIs used to compare ERRAs and single risk issues within each of them.
Main concepts developed by organizations like OECD, HSE/HSL, CCPS or VCI will be discussed in the first part of the workshop. Application of these and other concepts is foreseen to be tackled in the second and third part of the workshop, where also the practical aspects of these applications, including tools and the practical view from the industry on the use of indicators will be presented and discussed.
Main expected benefits for the participants are:
- Introduction to the KPI concepts, by their developers
- Presentation of examples of application, both within iNTeg-Risk and outside iNTeg-Risk
- Exchange of experiences in using KPIs both within iNTeg-Risk and in other projects/activities
Expected participants to this course are plant engineers, managers and risk experts.

About the course
The Nanosmile website www.nanosmile.org , developed in parallel of FP6 NanoSafe 2 has been available full web since June, 2008. Initially implemented as an e-learning support available internally at the Atomic Energy Commissary, Nanosmile has been gradually opened to the public at large. This website is now specifically dedicated to support:
- Professional training sessions in order to guarantee adoption of best practices,
- Institutional education program in order to make students aware to emerging risks,
- Public information dissemination in order to structure societal dialogue.
FP7 NanEX, NanoHouse and NanoCode projects will feed Nanosmile content and structure during 2010-13 periods. iNTeg-Risk T4.10.7 will closely connect the Nanosmile website to the iNTeg-Risk One-Stop-Shop in different possible implementations.
This course proposes a Nanosmile concept and feedback presentation. Three different modules nanotraining, nanoeducation and nanodialogue will be structured as follows:
- Presentation: initial goals, implementation phase, feedback experience
- Generic methodological questions: discussion on the basis of IRGC, EMRF framework
- Specific content questions: answers will be supported by a detailed website visit

About the course
Emerging Risk Managements relies very much on early warning information.
The internet gives a real-time access to almost infinite sources of information – semantic web technology offers the framework to build efficient and effective solutions to generate automatically highly relevant information for dedicated knowledge needs.
This course will give an overview about the technologies (and the providers) that fit early warning needs in risk management.
We will give an introduction to the concepts of semantic web technologies and semantic intelligences, and we will show running solutions in the sectors of nano-technologies, alternative energy, pharma product risks, and others.
Main benefits for the participants of this course are:

We would like to invite you to our European Partnership Meeting on 16 March 2010 from 10.00h to 13.00h in the European Quarter in Brussels (exact location to be communicated).
At this occasion, we would like to:
§ present to you our upcoming two-year Healthy Workplaces Campaign on Safe Maintenance 2010-11 as well as
§ discuss with you ways of how you can get involved, including on how to become an official Partner of the 2010-11 Healthy Workplaces Campaign.
Maintenance – the topic of our upcoming Healthy Workplaces Campaign to be officially launched on 28 April 2010 – happens in virtually all workplaces. It is a process that affects every area of safety and health. Failure to maintain the work environment and poor standards of maintenance are a major cause of occupational diseases (e.g. from exposure to asbestos, biological agents, etc.) and accidents (e.g. inadvertent machinery start up, asphyxiation in confined spaces, slips, trips and falls, etc.).
Effective partnerships with key stakeholders are paramount to our Campaign. In the framework of our first Healthy Workplaces Campaign on Risk Assessment 2008-09, we managed to establish many of these partnerships – including with over 40 official Campaign partners. Minutes
Urban: Gemeinnützigkeit bzw. Klärung der Förderquote von GS1 in Bezug auf Verwertung von Nöten.
Zeller: Wird gesondert geklärt und in der Kommunikation und weiteren Dokumenten verdeutlicht.
Urban: Standardisierungsbemühungen -> Inwieweit sind Firmen an GS1 Standards gebunden? Ähnlich wie bei DIN Standards? Unterschiedliche Standards für unterschiedliche Anwender (Automobil, Pharma, Lebensmittel)?
Zeller: GS1 hat Marktbeherrschende Stellung. GS1 Standards werden weitgehend in der Pharmaindustrie verwende
Urban: Der Grund hierfür ist die Legitimation von GS1 als Verwerter.
Jovanovic: Das ist normalerweise Konsortiums-intern zu regeln.
Urban: Lediglich die Beziehung der Verbände (VFA, BPI, FAGRO) zu GS1 sollte geklärt werden, um den gewählten Standardisierer zu begründen. Letztendlich sollten drei Argumente FÜR GS1 sprechen:
- Fachleute mit Tradition
- Alle drei Technologien abgedeckt (RFID etc...)
- Verbände haben nichts dagegen
Jovanovic: Bei der Verwerttung stellen sich drei Fragen, die geklärt werden müssen:
- Was wird verwertet?
- Wer sind die möglichen Nutzer?
- Wie könnte ein Verwertungsplan/vereinbarung aussehen?
Urban: Schlussleistung der Kommerzialisierung steht in Frage. Wie ist das sonst bei EU-VRi geregelt?
Jovanovic: Unterschiedlich. Entweder zum Teil mitgefördert oder selbst getragen vom Konsortium. Es sollte zunächst der Demonstrator genauer spezifiziert werden, um die Verwertung angehen zu können.
Urban: Demonstrator am Ende des Projekts aber nicht kommerzialisierbar. Hierzu muss noch weitere Arbeit geleistet werden.
Jovanovic: Passendes Modell für Partner und die heutigen Formen der Verwertung (Lizensierung steht sehr in Frage)
Jovanovic: Schwierigkeit zu trennen was wem gehört. Entscheidung wird deshalb mit Konsortium zusammen getroffen werden müssen und zwar NACH erster Verwertung INNERHALB des Konsortiums. Wie die weitere Verwertung in Bezug auf externe Kunden aussieht (z.B. Lizensierungen oder über Web und Werbung). Eine vielversprechende Möglichkeit ist die Dienstleistung auf Basis von Software (Verlängerte Werkbank für größere Anwender). Erster Schritt wäre also die Verwertung innerhalb des Konsortiums bevor man sich über die externe Verwertung Gedanken macht.
Urban: Es wird sich sehr schnell auf die beiden Verwerter GS1 und EU-VRi beschränken...
Jovanovic: Zwei Punkte
- Im Verwertungsprozess sollten alle Projektpartner miteinbezogen werden.
- Die Wege der Verwertung sollten sich nicht an Lizensierung orientieren. Das ist nicht mehr zeitgemäß!
Jovanovic: Hierzu nochmals die drei wichtigen Punkte:
- Was wird verwertet?
- Wer sind die möglichen Nutzer?
- Wie könnte ein Verwertungsplan/vereinbarung aussehen?
Zeller: Auch in unserem Verständnis ist die Verwertung eine projekt-begleitende Aufgabe, die eine vorläufige Verwertungstrategie ständig hinterfragt.
Jovanovic: Die Möglichkeit eines Surveys zur Erfassung der Vewertungswünsche und Verwertungsprobleme im Konsortium besteht ebenfalls.
Zusammen wurde ein Entwurf zum Konsortialvertrag (Verwertungsplan) erstellt.
Nächste Schritte:
- Löscher sendet entwickelten Entwurf an Frau Börner
- 20. März: Deadline für interne redaktionelle Abstimmung der Gesamtvorhabensbeschreibung
- 12. April: Deadline für Zusendung der Entwürfe zur Gesamtvorhabensbeschreibung und den Teilvorhabensbeschreibungen an Frau Börner

D1. : Order the engagement of the auditor for the report 2009. Our proposal is to take the same auditor as for the report 2008 (Ebner, Stolz & Partner).
D2. : Order for the detailed breakdown in the Annual Report for 2009 (Higher costs - details will be known at the telecon)
D3. : Gradual "Shutting down" of EU-VRi Management Office until the latest December 31, 2010 (Transfer of activities to EU-VRi)

Walking from the main railway station (Hauptbahnhof):
Take the main street (Koenigstrasse) for about 500 meters up to the main place Schlossplatz. A workshop is organised on 17 November, in Chatou (Paris), at EDF premises to prepare, among EU-VRi members, a common approach to perform the projects such as iNTeg-Risk, and other
European activities

agenda for the workshop focuses on the organisation of the
activities of EU-VRi and its financing.
It will cover the following
points:
1. EU-VRi activities and project portfolio (A. Jovanovic and O. Salvi) Lessons learnt about the organisation - Questions and answers
2. Idenfication of topics and activities to focus on, and corresponding organisation (All)

EU-VRi: City of Sciences Fair (14-16 Nov) in Paris
EU-VRi
have accepted the invitation from INERIS to participate in the
"European City of Sciences", which is a scientific fair organised under
the French Presidency of the European Union. This scientific fair will take place from Friday 14 November to Sunday 16 November 2008, in the "Grand Palais" in Paris, which is one of the most wonderful monuments of the French Capital. see http://www.villeeuropeennedessciences.fr/ and http://www.villeeuropeennedessciences.fr/projet_FR_106.htm
EU-VRi would like to invite you to this event. You are very welcome to attend the fair for the whole period and be present on the stand to meet people.
EU-VRi will take advantage of the participation in this event to ask
visitors about their opinion and perception of Emerging Risks (in
relation with the iNTeg-Risk project). Therefore, we will develop a
short questionnaire for the visitors addressing this topic.
